نعيمي, خالدحومر, سمية2024-01-232024-01-232022http://dspace.univ-oeb.dz:4000/handle/123456789/17906لم يمنع الطابع الشمولي ووضوح ايديولوجية التنمية المستدامة ، من اصطدامها بالكم الكبير والمعقد للواقع التنموي للأغلفة المجالية في الاقاليم الجزائرية ، ومباشره بعد تبنيها من طرف السلطات الجزائرية خاصة بعد التخلي عن استحضار نسختها الخاصة بميدان التعمير، أي المشروع الحضري كما رهن امكانيات نجاح هذه الاداه وبالتالي الايديولوجية عموما بالاظافة إلى تقاطع الرهانات التنموية وتضائل الآفاق التنموية ، وتعدد الاخطار المرافقة لهما ، كل من أشكال العجز المتراكمة في سياسة التنمية الحضرية ، على كل من مستوى تحسين السياسة الحضرية ، على مستوى التحسين الحضري والاقليمي ، أو حتى على مستوى وسائل التجسيد الحضري، والتي كانت كفيلة بنسف النسخة الجزائرية ، أو المشروع الحضري في مدينة باتنة. حيث ارجات الدراسة بشكل حاسم ضرورة الاختيار بين انتظار البلوغ السياسي للمدينة الجزائرية ، أو تحديد المتغير البيئى كضرورة ترشيدية في معادلة التنمية المحلية في مدينة باتنة. وبين الخيار الأول والثاني فإنه يتضح جليا فشل سياسة تبني ايديولجية ضخمة بحجم التنمية المستدامة، أو حتى نسختها في ميدان التعمير دون توخي البصمة الحضرية للمدن والاقاليم الجزائرية ، خاصة في ميدان يعرف بالتعقيد والتركيب مثل المدن.
