| dc.description.abstract | تهدف هذه الدراسة إلى تقييم وضعية المالية العامة في الجزائر في السنوات الأخيرة من خلال تقرير بنك الجزائر وتقرير الموازنة المفتوحة لسنة 2019، والتوصيات الداعية إلى ضرورة حوكمة الميزانية العامة من خلال تطبيق القانون العضوي 18-15 المتعلق بقوانين المالية. توصلت الدراسة بأن الجزائر تتجه نحو تطبيق الإطار الميزانياتي الجديد بهدف تعزيز مبادئ التسيير العمومي الحديث المبني على: الفعالية، الحكامة، الكفاءة، الرشادة في الإنفاق، المساءلة، الشفافية، الرقابة، والنجاعة في الأداء. This study aims to assess the state of public finances in Algeria in recent years through the report of the Bank of Algeria and the open budget report, and the recommendations calling for the necessity of public budget governance through the application of Organic Law 18-15 related to financial laws. The study found that Algeria is moving towards implementing the new budgetary framework with the aim of strengthening the principles of modern public management based on: effectiveness, governance, efficiency, rationality in spending, transparency, and efficiency in performance. | ar |
