| dc.description.abstract | هدفت هذه الدراسة إلى تحليل وتقييم واقع الحكومة الإلكترونية بالوطن العربي (21 دولة عربية)، معتمدين في التحليل على مؤشري تنمية الحكومة الإلكترونية (EGDI) والمشاركة الإلكترونية (EPI) الصادران عن الأمم المتحدة. وقد توصلت الدراسة إلى أنّ هناك تباين في الأداء بين الدول العربية، فبإستثناء دول مجلس التعاون الخليجي (الإمارات، البحرين، السعودية، الكويت وسلطنة عمان) المصنفين ضمن صنف مؤشر مرتفع جدا فإن البقية كان أداؤهم متوسط ودون المستوى المرضي نظرا لضعف البنية التحتية للاتصالات لديهم وكذا نقص توافر الخدمات عبر الأنترنت. This study aimed to analyze and evaluate the reality of E-government in the Arab world (21 Arab countries), relying in the analysis on two indicators: (EGDI) & (EPI) which issued by the United nations. The study found that there is a discrepancy in performance between the Arab countries, with the exception of countries from GCC (UAE, Bahrain, Saudi Arabia, Kuwait and Oman) who are classified within the category of a very high index, the performance of the rest was average & below the satisfactory level due to the weakness of their communications infrastructure as well as the lack of availability of Online Services. | ar |
