| dc.description.abstract | هدفت هذه الدراسة إلى تحليل وقياس أثر الحكومة الرقمية على رأس المال البشري في الدول العربية (20 دولة) خلال الفترة (2003-2020)، ولتحقيق هذا الهدف تم الاعتماد على منهج بيانات السلاسل الزمنية المقطعية (نماذج البانل) وعلى برنامج R. توصلت الدراسة إلى وجود تأثير إيجابي ومعنوي لتنمية الحكومة الرقمية على تنمية رأس المال البشري للدول العربية، بحيث إذا ارتفع مؤشر تنمية الحكومة الرقمية بنسبة 10% فإن مؤشر رأس المال البشري للدول العربية سيرتفع بنسبة قدرها 0.26%. This study aimed to analyze and measure the impact of E-Government on Human Capital in the Arab countries (20 countries) during the period (2003-2020).To achieve this goal, the method of sectional time series data (panel models) was relied on and on the R program. The study concluded that there is a positive and significant impact of the development of E-Government on the development of Human Capital in the Arab countries, so that if the index of development of E-Government increased by 10%, the Human Capital index of the Arab countries would increase by 0.26%. | ar |
