dc.description.abstractتعد البلدية الخلية الأساسية للامركزية الإقليمية فهي تلعب دورا هاما في التكفل بحاجيات المواطنين وبالتالي فهي تلعب دورا رئيسيا في مختلف الجوانب الاقتصادية والاجتماعية، والشخص القائم على تسيير هذه البلدية هو رئيس المجلس الشعبي البلدي إذ يلعب دورا هاما وأساسيا في التنمية المحلية وذلك بحكم الصلاحيات الواسعة التي يتمتع بها كممثل للدولة والشعب في أن واحد، ولن يتأتى ذلك إلا برسم إستراتيجية متوازنة ومتكاملة فهي التي تعبر بوضوح على الوضعية المالية والاقتصادية للبلدية وذلك بتحضير واعتماد الميزانية وتنفيذها بشكل جيد، وقد جاءت هذه الدراسة أساسا للإجابة على السؤال التالي: ما مدى مساهمة المصادر الداخلية والخارجية لقسم التجهيز في برامج بلدية المسيلة خلال الفترة (2015-2019)؟ The municipality is the main cell of regional decentralization, as it plays an important role in ensuring the needs of the citizens, and therefore it plays a major role in various economic and social aspects, and the person in charge of running this municipality is the head of the Municipal People's Council as he plays an important and fundamental role in local development and This is due to the wide powers that he enjoys as a representative of the state and the people in one and one, and this will not be possible except by drawing up a balanced and integrated strategy, which clearly reflects the financial and economic situation of the municipality by preparing and approving the budget and implementing it well.
