dc.description.abstractأدى الانخفاض الراهن لأسعار النفط إلى إعادة التفكير في الحلول المناسبة لتفادي الوقوع في أزمة اقتصادية واجتماعية عميقة والخروج من التبعية لقطاع المحروقات الذي ميزت الاقتصاد الجزائري منذ الاستقلال. ويُعتبر القطاع الصناعي التحويلي دائماً البديل الأفضل نظرا إلى ما يتمتع به من خصائص تؤهله للعب دور جد هام في هذا المجال من خلال ترقية الصادرات الصناعية التحويلية. إلا أن القطاع الصناعي التحويلي في الجزائر لا يلعب في الوقت الراهن هذا الدور حيث تغطي الواردات الصناعية التحويلية جزءاً كبيراً من السوق الداخلي، في حين أن صادرات مختلف فروع القطاع الصناعي التحويلي لا تُذكر في ظل ضعف القطاع الخاص في هذا المجال. ويلعب الاستثمار الأجنبي المباشر في القطاع الصناعي التحويلي دوراً جد هام في ترقية إنتاج وتصدير المنتجات الصناعية التحويلية في الدول المضيفة. غير أن الجزائر تشهد نقصاً في التدفقات من الاستثمارات الأجنبية المباشرة بصفة عامة، وإلى القطاع الصناعي التحويلي بصفة خاصة ما يحرمها من الاستفادة من مزايا القدرات التصديرية التي تتميز بها الشركات المتعدية الجنسية. La baisse actuelle des prix du pétrole ont conduit à une remise en question des solutions appropriées pour éviter de tomber dans une crise économique et sociale profonde et sortir de la dépendance au secteur des hydrocarbures qui a caractérisé l'économie algérienne depuis l'indépendance. Le secteur industriel manufacturier est considéré toujours comme la meilleure alternative étant donné ses caractéristiques qui le qualifient à jouer un rôle très important dans ce domaine par le biais de la promotion des exportations industrielles manufacturières. Cependant, le secteur industriel manufacturier en Algérie ne joue pas à l'heure actuelle ce rôle où les importations industrielles manufacturières couvrent une grande partie du marché intérieur, tandis que les exportations des différentes branches du secteur industriel manufacturier sont négligeables avec la faiblesse du secteur privé dans ce domaine. L'investissement étranger direct dans le secteur industriel manufacturier joue un rôle très important dans la promotion de la production et de l'exportation des produits industriels manufacturiers dans les pays d'accueil. Toutefois, l'Algérie connaît une pénurie des flux d'investissements directs étrangers en général, et au secteur industriel manufacturier en particulier ce qu’il la prive des avantages de capacités d'exportation qui caractérisent les sociétés multinationales.
