| dc.description.abstract | تسعى هذه الدراسة إلى إبراز الدور الهام للزكاة في تحقيق التنمية، فهي بالإضافة إلى كونها عبادة مالية إلا أنها نظام بحد ذاته يؤدي- في حالة الالتزام بمقوماته وتشريعاته – إلى مخرجات إيجابية عديدة على كل من متغيرات التنمية الاقتصادية والاجتماعية على حد سواء. وهذا ما تأكد لنا من خلال عرض التجارب التطبيقية للزكاة في كل من السودان والتي تتميز بالطابع الإلزامي في عملية تحصيل الزكاة، وتجربة صندوق الزكاة الجزائري الذي يعتمد على الطابع التطوعي. والتعرف على طريقة عمل كل منهما، وكيفية تحصيل وتوزيع الزكاة والنتائج المحققة لكل تجربة، مع إجراء مقارنة بين نسبة مساهمة حصيلة الزكاة في الناتج المحلي الإجمالي لكلى البلدين، والدروس التي يمكن الاستفادة منها من أجل تطوير البنية المؤسساتية لصندوق الزكاة الجزائري بهدف تحقيق التنمية الاقتصادية والاجتماعية. Cette étude vise à mettre en évidence le rôle important de la zakat dans la réalisation du développement. En plus d'être un culte financier, c'est un système en soi qui conduit - dans le cas du respect de ses composantes et de la législation - à de nombreux résultats positifs sur chacun des variables du développement économique et social. Cela nous a été confirmé en présentant les expériences pratiques de la Zakat dans chacun des Soudan, qui se caractérisent par le caractère obligatoire du processus de collecte de la Zakat, et l'expérience du Fonds algérien de la Zakat, qui repose sur le caractère volontaire. Et pour identifier le modus operandi de chacun d'eux, comment collecter et distribuer la zakat et les résultats obtenus pour chaque expérience, avec une comparaison entre le pourcentage de la contribution du produit de la zakat au PIB des deux pays, et les leçons qui peuvent être bénéficié pour développer la structure institutionnelle du Fonds Zakat algérien afin de réaliser le développement économique et social. The study highlights the important role of Zakat in achieving development, as well as being so a financial cult. Zakat is a system that-if adhered to its components and legislation. Leads –in case of commitment to its values and legislations- to many positive outcomes for both economic and social development variables. Accordingly, this can be analysed through the presentation of the applied practical experiments of Zakat in Sudan, which mandatory process to collect Zakat, and the experiments of the Algerian Zakat Fund, which is based on the voluntary nature. Our goal is to show how each one works, how Zakat collected and to collect and distributed and the results achieved for each experience. Also we are going to compare the contribution of Zakat to Gross domestic product of both countries, and the final result that can be useful in order to develop the institutional structure of the Algerian Zakat Fund to achieve economic and social development. | ar |
