Abstract
يعتبر أداء الإدارات العمومية الجزائرية من بين أهم المفاهيم التي يسعى صناع القرار إلى تحديدها؛ وذلك على اعتبار أن الأداء هو تعبير عن نتائج ممارسة الإدارة العمومية لمختلف الأنشطة المنوطة بها، ومدى تحقيقها لمختلف الأهداف المسطرة، كما أن الإصلاحات الحديثة المرتبطة بعصرنة وتحديث الإدارات العمومية الجزائرية، والمتمثلة أساسا في مشروع القانون العضوي المتعلق بقوانين المالية، وضعت الأداء ضمن الأولويات التي تستلزم عملية القياس والتحليل.
ومن هنا تم اقتراح العديد من المقاربات لقياس أداء الإدارات العمومية، حيث تقترح هذه الدراسة بطاقة الأداء المتوازن كمنهج لقياس أداء هذه الإدارات، وذلك في إطار إشكالية الدراسة المتمثلة في: ما هي إمكانية قياس أداء الإدارات العمومية الجزائرية (الجماعات المحلية لولاية قسنطينة نموذجا) باستخدام بطاقة الأداء المتوازن ؟ وذلك على اعتبار الأبعاد المتعددة لأداء الإدارات العمومية؛ أين تعتبر الجماعات المحلية لولاية قسنطينة من بين الإدارات العمومية الجزائرية التي تعبر عن أبعاد الأداء في مثل هذه المنظمات؛ سواء من وجهة نظر الموظفين والعاملين بها، أو من وجهة نظر المواطنين ومستخدمي خدمات هذه الإدارات العمومية.
يتبين من خلال تطبيق بطاقة الأداء المتوازن في قياس أداء الجماعات المحلية لولاية قسنطينة، أن الأداء العام لهذه الإدارة العمومية يحتاج إلى تحسين؛ وخصوصا الأداء المالي، والذي يعبر بشكل كبير عن الضائقة المالية التي تعيشها الجزائر والتي تنعكس بشكل مباشر على مختلف الإدارات العمومية، والتي زادت من حدتها الأزمة الصحية المتعلقة بفيروس كورونا، كما أن الأداء الخارجي لهذه الإدارة المحلية لم يصل إلى المستويات المطلوبة من قبل المواطنين، أما الأداء الوظيفي فهو الذي سجل فيه أحسن المستويات، كما لوحظ أيظا تباين نسبي في مستويات الأداء المسجلة عبر مختلف بلديات ولاية قسنطينة.
La performance des administrations publiques algériennes est considéré comme l’un des concepts les plus importants, que les responsables cherchent à définir, car la performance est l'expression des résultats de l'exercice de l'administration publique, et de ses différentes activités qui lui sont assignées, ainsi que d’analyser l’atteinte de ses objectifs. Pour cela les récentes réformes liées à la modernisation des administrations publiques algériennes, notamment le projet de La loi organique relative aux lois de finances, ont placé la mesure et l'analyse de la performance comme l’un de ses priorités.
Plusieurs approches ont donc été proposées pour mesurer la performance des administrations publiques, tableau de bord prospectif étant proposée par cette étude comme méthode pour mesurer la performance de ces administrations, dans le cadre de la problématique suivante : Quelle est la possibilité de mesurer la performance des administrations publiques algériennes (collectivités locales de la wilaya de Constantine) à l'aide tableau de bord prospectif? Car cette approche considère les multiples dimensions de la performance des administrations publiques; où les collectivités locales de la wilaya de Constantine sont considérées comme étant parmi les administrations publiques algériennes qui reflètent les dimensions de la performance dans ces organisations; du point de vue des employés, et du point de vue des citoyens et des usagers des services de ces administrations publiques.
L’application du tableau de bord prospectif pour mesurer la performance des collectivités locales de la wilaya de Constantine montre que le la performance général de cette administration publique doit être amélioré; En particulier, la performance financières, qui reflètent les difficultés financières des différentes administrations publiques, exacerbées par la crise liée au virus Corona, la performance externe de cette administration locale n'a pas atteint les niveaux adéquat, par rapport aux exigences des citoyens. On note dans cette étude que la performance fonctionnelle a connu un niveau acceptable. On a pu constater dans les différentes municipalités de la wilaya de Constantine, que les performances sont relativement différentes et variés.
The performance of the Algerian public administrations is considered as one of the most important concepts, which the persons in charge seek to define, because the performance is the expression of the results of public administration activities , as well as the analyze of achieving of its objectives. For this, recent reforms related to the modernization of Algerian public administrations, in particular the draft organic law concernig the finance laws, have placed the measurement and analysis of performance as one of its cores.
Several approaches have, therefore, been proposed to measure the performance of public administrations, a balanced scorecard being proposed by this study as a method for measuring the performance of these administrations, within the following framework: What is the possibility of measuring the performance of Algerian public administrations (local authorities of the wilaya of Constantine) Using the balanced scorecard? Because this approach considers the multiple dimensions of the performance of public administrations; where the local authorities of the wilaya of Constantine are considered to be among the Algerian public administrations that which reflects the dimensions of performance in these organizations; from the point of view of employees, as well as the point of view of its citizens and users of the services of these public administrations.
The application of the balanced scorecard to measure the performance of local authorities in the wilaya of Constantine shows that the general performance of this public administration must be improved; In particular, the financial performance, which reflects the financial difficulties of the various public administrations, exacerbated by the crisis linked to the Corona virus, the external performance of this local administration has not reached the adequate levels, in relation to the requirements of the citizens. It is noted in this study that functional performance was at an acceptable level. We have seen in the different municipalities of the wilaya of Constantine, that the performances are relatively different and varied.
