dc.description.abstractthis paper sets out to answer the following “what is the optimal model of Organizational learning process that could help to develop dynamic capabilities of public organizations, in order to deal with the business environment changes and turbulences happening in national, international, organizational and other environment factors? This research also aims to suggest a clear and integrated conceptual framework that helps the Algerian public entity in its transformation into a learning organization capable of facing competition and globalization.
