| dc.description.abstract | تهدف الدراسة الى التعرف على السياسات والاستراتيجيات التي اتبعتها فنلندا لتحقيق الأمن الغذائي، واستخلاص أهم الدروس التي يمكن أن تكون مفيدة للجزائر في النهوض بقطاع انتاج الغذاء وتحقيق الأمن الغذائي وذلك في سياق دولي يتميز بارتفاع أسعار المواد الغذائية خاصة منها الحبوب والتحديات التي تواجهها أسعار عناصر الطاقة خاصة منها الغاز الطبيعي. وتوصلت الدراسة الى ضرورة تبني سياسات غذائية تتلاءم مع الخصائص الطبيعية للبلد، مع الاهتمام بعامل الاستدامة ومراعاة التكامل بين الجوانب الاقتصادية والاجتماعية والبيئية واعداد استراتيجيات للتعامل مع الأزمات الغذائية، مع حتمية التوافق بشأنها بين مختلف الأطراف الفاعلة محليا دون اهمال التعاون والمبادلات الدولية المحفزة للقطاع. The study aims to identify the policies and strategies adopted by Finland to achieve food security, and to learn the most important lessons that could be useful to Algeria for developing its food production sector and achieving food security; policies that could operate in an international context characterized by rising food prices, especially grains, and the challenges resulting from the rise of energy prices, especially natural gas. We find that it is necessary to adopt food policies which are consistent with natural characteristics of the country, special attention should be paid to tustainability of politics that takes into account the integration between the economic, social and environmental aspects. The findings show the importance of strategies to deal with food crises, strategies that are the result of consensus between the various national players, without ignoring the international cooperation and exchanges that stimulate the sector. | |
