| dc.description.abstract | تهدف هذه الورقة البحثية إلى تشخيص وتقييم الدعم الحكومي في الجزائر الذي يظهر في نفقات التسيير، وكيفية العمل على إصلاحه والانتقال من الدعم المعمم أو الشامل إلى الدعم الموجه و إبراز مبادئه وأهدافه المتمثلة أساسا في تحقيق العدالة الاجتماعية و التي نكاد لا نراها في واقعنا الجزائري، بحيث أن استفادة الأغنياء والفقراء على سواء قد زاد من ارتفاع نفقات الدعم الحكومي و أصبح من الصعب الاستمرار في تمويله من قبل الدولة ، ولذلك يجب إعادة النظر في سياسة الدعم الموضوعة ، و العمل على استهداف الفئة المستحقة فقط من خلال الاعتماد على المؤشرات والآليات التسيير الحديثة التي توجه و تؤطر هذا . تصنيف This research paper aims to diagnose and evaluate government support in Algeria, which appears in operating expenses, and how to work to reform it and move from generalized or comprehensive support to targeted support and highlight its principles and objectives represented mainly in achieving social justice, which we almost do not see in our Algerian reality, so that The benefit of the rich and the poor alike has increased the expenditures of government support and it has become difficult to continue to be funded by the state, and therefore the established support policy must be reconsidered, and work to target the deserving group only by relying on indicators and modern management mechanisms that direct and frame this support. | ar |
