| dc.description.abstract | يعد تغير المناخ مسألة عالمية بحاجة للتمويل ،وقد بذلت العديد من المجهودات الدولية لتصميم آليات من شأنها تمويل التكيف و التخفيف من آثاره، ومن بين تلك الآليات أسواق الكربون، وتهدف هذه الورقة البحثية إلى إبراز الدور الذي تلعبه أسواق الكربون سواء الإلزامية أو الطوعية في تمويل مواجهة تغير المناخ وتخفيض انبعاثات غاز ثاني أكسيد الكربون. توصلت الدراسة إلى أنه وبالرغم من حداثة أسواق الكربون وتدني حجم الانبعاثات التي تغطيها، وعدم الوصول إلى تحقيق الأهداف المسطرة ضمن الاتفاقيات الدولية،إلا أنها استطاعت من خلال تسعير الكربون ومبادرته المتمثلة أساسا في ضرائب الكربون والأدوات المتداولة في ظل نظام تبادل الانبعاثات أن تخفض بشكل ملحوظ حجم الانبعاثات Climate change is a global issue that needs financing, many international efforts have been made to design mechanisms that would finance adaptation and mitigate its effects. These mechanisms include carbon markets , so this paper aims to highlight the role that both mandatory and voluntary carbon markets play in financing climate change and reducing CO2 emissions. The study concluded that despite the novelty of the carbon markets, the low volume of emissions covered, and the targets have not been reached under international agreement,carbon markets have significantly reduced emissions through carbon pricing and its initiatives; mainly carbon taxes and instruments used under the emissions trading system. | |
