Abstract
أثرت تداعيات جائحة فيروس كورونا المستجد بشكل بليغ على وضعية منظومة المالية العمومية التي كانت تعيش أزمة عميقة قبل ظهور هذا الوباء. وإذا كان من الممكن التحكم في انتشار الفيروس خلال فترة محدودة من الزمن، فإن معالجة أثاره على فعالية المالية العمومية قد يتطلب عدة سنوات. وبالتالي فالخروج من هذه الأزمة المضاعفة التي بدأت تظهر معالمهما انطلاقا من المرحلة الأولى لانتشار الوباء، يتطلب مواجهة مجموعة من التحديات القديمة/الجديدة التي تواجه رهان استدامة منظومة المالية العمومية ونجاعتها، وذلك عبر الاستفادة من الدروس والفرص التي قدمتها هذه الأزمة غير المسبوقة.
The repercussions of the emerging corona virus pandemic have seriously affected the state of the public financial system, which was in a deep crisis before the emergence of this epidemic. If the spread of the virus can be controlled within a limited period of time, addressing its effects on the effectiveness of public finances may require several years. Consequently, getting out of this double crisis, which began to show its features starting from the first stage of the spread of the epidemic, requires facing a set of renewed challenges facing the stakes for the sustainability and efficacy of the public financial system, by making use of the lessons and opportunities presented by this unprecedented crisis.
