dc.description.abstractتهدف هذه الدراسة لتعرف على الأدوار التي يقوم بها المراقب المالي بصفته ممثل الرقابة المالية القبلية من خلال مراقبة إجراءات تنفيذ النفقة العمومية والسهر على ملائمة ومشروعية النفقة وهي المهام المسندة إليه حسب التنظيم المعمول به، كما يضمن سلامة العمليات المالية وكشف الانحرافات والتأكد من مطابقة هذه العمليات المالية للأنظمة والقوانين السارية المفعول والحد من تبديد المال العام وحمايته، ومكافحة أوجه الفساد، هذا وللأهمية التي تكتسيها النفقات العمومية في الدولة باعتبارها أداة تدخل الدولة في جميع الميادين، ولفهم كيفيات الاستخدام الرشيد للنفقات العمومية بغية تحقيق الأهداف.
