| dc.description.abstract | تهدف هذه الدراسة إلى التعرف على مدى مساهمة المناجمنت العمومي الحديث في تحسين أداء الإدارة العمومية، وذلك باعتبار المناجمنت العمومي الحديث بأبعاده الأربعة النظرة الإستراتيجية، التغيير في أساليب الإدارة، الإدارة التشاركية، الحوكمة كمتغير مستقل، وأداء الإدارة العمومية كمتغير تابع بأبعاده الأربعة: ترشيد استغلال الموارد وتحسين النتائج، تحسين جودة الخدمات العمومية، المرونة التنظيمية، الرضا العام، وجعلت سمات الوظيفة، العوامل التنظيمية، الضوابط والقوانين، العوامل الخارجية كمتغيراتمُعدّلة. وفقا لذلك تم تصميم النموذج الفرضي للدراسة وصياغة فرضياتها. لتحقيق هدف الدراسة واختبار فرضياتها ونموذجها تمالاعتمادعلىالتحليلالكمي لبيانات الاستبيان الذي وزع على عينة من موظفي من الإدارات العمومية بولاية الوادي،والبالغ عددهم 300 موظف على اختلاف درجاتهم العلمية والمهنية، جمع منها 270 استبيان صالح للتحليل، وباستخدام التحليل الإحصائي المتقدم والنمذجة بالمعادلة البنائية خلصت الدراسة إلى جملة من النتائج أهمها، أن المناجمنت العمومي الحديث يعتبر من بين الخصائص التي تعكس قدرة الإدارات والمؤسسات العمومية على تلبية حاجات ورغبات المواطنين والأفراد وأصحاب المصلحة،وكذلك وجود دور إيجابي ومساهمة فعالة لأساليب المناجمنت العمومي الحديثفي تحسين أداء الإدارة العمومية بولاية الوادي من خلال المتغيرات المُعدّلة. This study aims to determine the extent to which new public management contributes to improving the performance of public administration by looking at new public management in four dimensions: strategic vision, change in management methods, participatory management, governance as an independent variable, and public administration performance as a dependent variable with four dimensions:rationalization of resource exploitation and improving results, improvement in performance, and improvement in performance,and making job attributes, organizational factors, controls and laws, external factors as contingent variables, As a result, the study's hypothesis model was created, and its hypotheses were developed. The quantitative analysis of questionnaire data, which was disseminated to a sample of 300 employees from public administrations in El Oued with various academic and professional degrees, was used to achieve the study's goal and evaluate its hypotheses and model. 270 of these surveys were suitable for analysis. Using advanced statistical analysis and structural equation modeling, the study concluded that new public management is one of the characteristics that reflect public administrations' ability to meet the needs and desires of citizens, individuals, and stakeholders, as well as the presence of a positive role and effective contribution to new public management methods in improving the performance of public administrations in ElOued state through Modified variation. Cette étude vise à déterminer dans quelle mesure la nouvelle gestion publique contribue à améliorer la performance de l'administration publique en abordant la nouvelle gestion publique selon quatre dimensions : vision stratégique, changement des modes de gestion, gestion participative, gouvernance comme variable indépendante et administration publique. la performance en tant que variable dépendante à quatre dimensions : rationalisation de l'exploitation des ressources et amélioration des résultats, amélioration des performances et amélioration des performances, et faire des attributs du travail, des facteurs organisationnels, des contrôles et des lois, des facteurs externes en tant que variables contingentes. En conséquence, l'étude modèle d'hypothèse a été créé et ses hypothèses ont été développées. L'analyse quantitative des données du questionnaire, qui a été diffusée à un échantillon de 300 employés des administrations publiques d'El Oued avec divers diplômes universitaires et professionnels, a été utilisée pour atteindre l'objectif de l'étude et évaluer ses hypothèses et son modèle. 270 de ces enquêtes se prêtaient à l'analyse. ? l'aide d'une analyse statistique avancée et d'une modélisation par équation structurelle, l'étude a conclu que la nouvelle gestion publique est l'une des caractéristiques qui reflètent la capacité des administrations publiques à répondre aux besoins et aux désirs des citoyens, des individus et des parties prenantes, ainsi que la présence d'un rôle positif et contribution effective aux nouveaux modes de gestion publique dans l'amélioration de la performance des administrations publiques de l'Etat d'El Oued à travers la variation modifiées. | ar |
