Abstract
تهدف هذه الدراسة إلى تسليط الضوء على أهمية الاستثمارات الخاصة الوطنية ومدى قدرتها على تنمية القطاع الصناعي خارج قطاع المحروقات بولاية سكيكدة خلال الفترة الممتدة من 2000/2015، وذلك بالقيام بدراسة وصفية لتطور المشاريع الاستثمارية على مستوى الولاية من جهة ودورها في استحداث مناصب الشغل وتشجيع الصادرات من جهة أخرى، كما قمنا بدراسة تحليلية لأهم الصعوبات التي يعاني منها القطاع الصناعي بالمنطقة وأهم الحلول المقترحة بتصميم استبيان وجه إلى عينة من المؤسسات الصغيرة والمتوسطة الصناعية بولاية سكيكدة.
وتوصلت هذه الدراسة إلى مجموعة من النتائج، على أنه من بالرغم من أن الجزائر أولت اهتماما كبيرا بالسياسة الاستثمارية بغية فك ارتباط اقتصادها بقطاع المحروقات والاعتماد على الإنتاج الصناعي المحلي، كأسلوب لتسريع خطى النمو وخلق فرص العمل وتعزيز قدرة الصادرات على المنافسة، وذلك بتوفير المناخ الاستثماري الملائم من خلال إقرار الحوافز والمزايا المتمثلة في إنشاء مؤسسات لدعم وترقية الاستثمار وتهيئة الأرضية القانونية والتشريعية لتسهيل عملية الاستثمار وحماية المستثمرين، لكن وبالرغم من ذلك واجه الجهاز الإنتاجي الصناعي العديد من الصعوبات التي حالت دون تقدم المشاريع الاستثمارية فيما تعلق باليد العاملة كارتفاع تكلفتها، نذرتها ونقص تكوين وتأهيل العنصر البشري، كذلك صعوبات تمويلية وجبائية تحد من نشاط المؤسسة أيضا صعوبات تموينية وتجهيزية نظرا لارتفاع تكلفة التجهيزات والمعدات ونذرتها في الأسواق الوطنية، وأخرى متعلقة بنقص العقار الصناعي وعدم تهيئته والفساد بكل أنواعه من رشوة وبيروقراطية.
كما قدمت هذه الدراسة جملة من التوصيات لتحسين هذه الوضعية وتفعيل القطاع الخاص الوطني لتنمية القطاع الصناعي وبالتالي تحقيق التنمية الاقتصادية، وذلك بتحسين محيط الاستثمار والمقاولاتية وكذا تسهيل طرق إنشاء المؤسسات سواء من الجانب التشريعي أو المؤسساتي، عقلنة تسيير العقار الصناعي وتهيئة المناطق الصناعية ومناطق النشاط، دعم المؤسسات الصغيرة والمتوسطة، تشجيع الإنتاج الوطني وجعله قادرا على المنافسة المحلية والأجنبية من خلال الاعتماد على النوعية والابتكار وكذا تشجيع المناولة والقضاء على كل أنواع الفساد والتي يعتبر من أهم الصعوبات التي يواجهها المستثمر على المستوى الوطني والمحلي
Cette étude vise à démontrer l'importance des investissements privés nationaux et leur capacité à développer l'activité industrielle en dehors du secteur des hydrocarbures dans la wilaya de Skikda au cours de la période 2000-2015, en menant une étude descriptive du développement des projets d'investissement dans la wilaya et son rôle dans la création d'emplois et l'encouragement des exportations. Nous avons également mené une étude analytique des difficultés les plus importantes rencontrées par le secteur industriel dans la région et les solutions les plus importantes proposées, en concevant un questionnaire adressé à un échantillon de petites et moyennes entreprises industrielles dans la wilaya de Skikda.
Cette étude a atteint un ensemble de résultats, bien que le gouvernement a accordé une grande attention à la politique d'investissement consistant à s'appuyer sur la production industrielle locale pour accélérer la croissance, créer des emplois et renforcer la capacité d'exporter des produits nationaux, dans le but de désengager son économie du secteur des hydrocarbures, en créant un climat d'investissement approprié et en donnant des incitations et des avantages en créant des institutions pour soutenir et promouvoir l'investissement, et préparer le terrain juridique et législatif pour faciliter le processus d'investissement et protéger les investisseurs. Le secteur industriel local a fait face à de nombreuses difficultés qui ont entravé la réalisation de ses objectifs, notamment les difficultés liées à la corruption et à la bureaucratie, le manque de formation et de qualification de la ressource humaine et son coût élevé, ainsi que des difficultés financières et fiscales qui limitent l'activité des petites et moyennes entreprises, et le coût élevé de l'équipement et sa rareté sur les marchés nationaux, et d'autres liés à la pénurie et à l'absence de biens immobiliers industriels.
Cette étude a également présenté un ensemble de recommandations pour améliorer cette situation et activer l'investissement privé national pour le développement du secteur industriel afin de réaliser le développement économique, en améliorant l'environnement de l'investissement, et en facilitant les processus de création d'entreprises, que ce soit au niveau législatif ou côté institutionnel. Avec l'amélioration de la gestion de l'immobilier industriel, la réhabilitation des zones industrielles et des zones d'activités, et l'accompagnement des petites et moyennes entreprises pour encourager la production nationale et en la rendant capable de la concurrence locale et étrangère, en misant sur la qualité et l'innovation, tout en favorisant la manutention et en éliminant tous les types de la corruption, qui sont parmi les difficultés les plus importantes qui limitent l'efficacité des investissements locaux et nationaux
This study aims to demonstrate the importance of national private investments and their ability to develop industrial activity outside the hydrocarbon sector in the state of Skikda during the period of time 2000-2015, by conducting a descriptive study of the development of investment projects in the state and its role in creating employment positions and encouraging exports We also conducted an analytical study of the most important difficulties faced by the industrial sector in the state, and the most important proposed solutions, by designing a questionnaire directed to a sample of small and medium-sized industrial enterprises in the state of Skikda.
Although the government has given great attention to the investment policy of relying on local industrial production to accelerate growth, create jobs and enhance the ability to export national products, with the aim of getting out of dependency on petroleum rent, by providing an appropriate investment climate and giving incentives and benefits by establishing institutions to support and promote investment, and prepare The legal and legislative ground to facilitate the investment process and protect investors.
The local industrial sector faced many difficulties that hindered the achievement of its goals, especially the difficulties related to corruption and bureaucracy, the lack of training and qualification of the human resource and its high cost, as well as financing and tax difficulties that limit the activity of small and medium enterprises, and the high cost of equipment and its scarcity in National markets, and others related to the shortage and absence of industrial real estate.
This study provides a set of recommendations to improve this situation and activate the national private investment for the development of the industrial sector in order to achieve economic development, by improving the investment environment, and facilitating the processes of creating enterprises, whether from the legislative or institutional side. With improving the management of industrial real estate, preparing industrial zones and activity areas, and supporting small and medium enterprises to encourage national production and make it capable of local and foreign competition, by relying on quality and innovation, while encouraging handling and eliminating all types of corruption, which are among the most important difficulties that limit the effectiveness Local and national investment
