Abstract
La mobilité et le transport, ainsi que leur relation avec le développement urbain, constituent une part importante de la pensée et de l'action urbaines actuelles. Dans une tentative de modernisation de ses villes, l'Algérie a lancé à travers le territoire national plusieurs opérations urbaines, qui se basent essentiellement sur des plans de renouvellement urbain et la création de nouvelles infrastructures de transport. Ces derniers visent à résoudre les problèmes de desserte d'une part et à améliorer l'image des villes d'autre part. Ainsi, de nouveaux modes de déplacement : métro, tramways, téléphériques sont introduits dans les villes algériennes. L'Algérie a lancé pendant les années 2000 dix-sept projets de tramway.
Notre recherche doctorale aborde la question de la relation ville-moyens de transport, et plus précisément, des transformations qui peuvent être observées par l'insertion de ces projets sur les processus d'urbanisation dans les différentes villes concernées et leur participation à une nouvelle dynamique urbaine. Constantine et Sétif étant approchées comme études de cas. De nombreuses transformations ont été observées le long des parcours de tramways ont été observés et analysés : réorganisation du réseau routier, réaménagement d'espaces publics, renouvellement de façades … Simples préalables techniques ou éléments de nouvelles dynamiques urbaines ? Telle a été le questionnement auquel nous tentons de répondre au terme de ce travail de recherche.
Mobility and transport, and their relationship with urban development, are an important part of current urban thinking. In the current context of urban modernisation, Algeria has launched several urban modernisation operations throughout the country, which are essentially based on urban renewal plans and the creation of new transport infrastructures. The latter aim to solve the problems of access on the one hand and to improve the image of the cities on the other. Thus, new modes of transport: metro, tramways, cable cars are introduced in Algerian cities. During the 2000s, Algeria launched seventeen tramway projects.
Our doctoral research addresses the question of the relationship between the city and the means of transport, and more precisely, the transformations that can be observed through the insertion of these projects in the urbanisation processes in the different cities concerned (Constantine, Setif) and their participation in a new urban dynamic. It is from an observation and a morphological analysis of these numerous transformations, which have impacted the corridor of the line, that we have been able to demonstrate that these spatial changes, which preceded this insertion and which include a reorganisation of the road network, a redevelopment of public spaces and a renewal of facades, have not been to the point of provoking the expected urban dynamics.
ويشكل التنقل والنقل، فضلا عن علاقتهما بالتنمية الحضرية، جزءا هاما من التفكير الحضري الحالي. وفي السياق الحالي لتحديث المدن، أطلقت الجزائر عبر الأراضي الوطنية عدة عمليات تحديث حضري، تستند أساسا إلى خطط التجديد الحضري وإنشاء هياكل أساسية جديدة للنقل. هدف هذه الأخيرة إلى حل مشاكل الخدمة من ناحية وتحسين صورة المدن من ناحية أخرى. وهكذا، يتم إدخال طرق تنقل جديدة: المترو والترام والتلفريك في المدن الجزائرية. أطلقت الجزائر سبعة عشر مشروع ترامواي في العقد الأول من القرن الحادي والعشرين.
ويتناول بحثنا للدكتوراه مسألة العلاقة بين المدينة ووسائل النقل، وبصورة أدق، التحولات التي يمكن ملاحظتها بإدخال هذه المشاريع على عمليات التحضر في مختلف المدن المعنية (قسنطينة، سطيف) ومشاركتها في دينامكية حضرية جديدة. إنه على أساس الملاحظة والتحليل المورفولوجي لهذه التحولات العديدة، التي أثرت على ممر الخط، وأننا تمكنا من إثبات أن هذه التغيرات المكانية، التي سبقت هذا الإدراج والتي تشمل إعادة تنظيم شبكة الطرق، لم تصل إعادة تطوير الأماكن العامة وتجديد الواجهات إلى حد التسبب في ديناميات حضرية متوقعة.
