In the recent years, as the number of learners enrollment has increased as well as the lack of full-time educators, the Algerian universities have been enlisting huge numbers of part-time teachers who serve in delivering courses to university learners since there is a great shortage of full-time teachers. For this reason, the existence of part-time teachers in the Algerian universities has become unavoidable. The present research work is mainly concerned with investigating EFL learners? motivation and attitudes towards EFL part-time teachers at the university. Accordingly, we have hypothesized that EFL students see that part-time teachers would be, to a large extent, incompetent in motivating students to learn the FL language. To test the hypothesis, a descriptive method has been conducted and the latter consisted of two tools of research mainly a questionnaire for students (40) from all streams of the English department and a checklist for teachers (15 permanent teachers). These two tools have provided us a number of data and information by means of which the hypothesis that has been suggested came to be confirmed. Indeed, the results revealed that both teachers and students presume that part-time teachers are not competent in stimulating learners to learn the FL language.ar
