Abstract
Digital transformation involves applying technology to greatly enhance an institution's performance and scope. It is driven by a change in technology's role within an organization, enabling innovative management models, fostering efficiency, and reducing costs. Institutions must extend beyond merely investing in technology; they need to elevate their management practices to align with digital transformation benefits. A distinct vision from the institution's leadership is crucial for a successful digital transformation. Additionally, institutions should invest in a strong operational framework that ensures transparency, student data accessibility, and the support of standardized management procedures. DT has become a crucial strategy for organizations seeking to enhance their performance and competitiveness. It promises various benefits, including improved processes and better customer collaboration. For (HEIs), embracing DT is essential to remain competitive. Failure to do so may hinder innovation and impact the quality of services offered to students and staff. One critical aspect where DT can have a significant impact is in optimizing management expenses. While existing studies have identified factors such as leadership commitment and technological infrastructure as crucial for successful digital transformation, there is a lack of research specifically focusing on the success factors of DT in HEIs, particularly regarding management expenses optimization. For this we will discuss the following research question "How does DT influence the optimization of management expenses in HEIs, and what are digital technologies and tools contributing to its effectiveness?". A case study research strategy was applied during the study. five interviews were conducted with employees from the university who were selected using non-probability sampling. To identify the impact and effectiveness of digital transformation in optimizing management expenses, thematic analysis was used as the data analysis method. The results are structured according to the Technology, Organization, and Environment (TOE) framework, showcasing successful technologies and tools implemented in DTwithin each context. The study has uncovered several recommendations pertinent to DT, which could significantly influence the implementation of DT initiatives at the University of Oum El Bouaghi. Across the three thematic domains of technology, organization, and environment, a total of fourteen themes emerged from the analysis of university data.
