| dc.description.abstract | تُعدّ الشركات الناشئة أحد أهم ركائز الخطة الاقتصادية الجديدة المعمول بها حاليًا، والتي اعتمدتها الدولة الجزائرية كنموذج اقتصادي بديل للنمو، يُسهم في خلق الثروة وتطوير اقتصاد المعرفة والذكاء الاصطناعي. تهدف هذه الدراسة إلى تحليل واقع هذه المؤسسات ومدى فعالية دورها في تحقيق أبعاد التنمية المستدامة الحقيقية. وخلصت الدراسة إلى أن الإرادة السياسية قد جسدت هذا التوجه من خلال آليات جديدة لدعم هذه المؤسسات بفعالية وتعزيز إطارها القانوني والبيئي، ومنحها امتيازات تمويلية متنوعة وحوافز ضريبية، واستدعاء الكفاءات الشابة المؤهلة علميًا. وقد سجلنا مساهمة متواضعة من بعض الشركات الناشئة، إلا أن هذا لا يُخفي وجود بعض النواقص. ومن أهم التوصيات بذل المزيد من الجهود لخلق بيئة داعمة لهذه المؤسسات وتذليل الصعوبات التي تواجهها لتحقيق الفعالية المرجوة. Startups are one of the most important pillars of the new economic plan currently in place, which the Algerian state has adopted as an alternative economic model for growth, contributing to the creation of wealth and the development of the knowledge economy and artificial intelligence. This study aims to analyze the reality of these institutions and the effectiveness of their role in achieving the dimensions of real sustainable development. The study concluded that political will has embodied this direction through new mechanisms to effectively support these institutions and strengthen their legal and environmental framework, granting them various financing privileges and tax incentives, and calling upon scientifically qualified young talent. We have recorded a modest contribution from some startups, but this does not erase the existence of some shortcomings. One of the most important recommendations is to make more efforts to create a supportive environment for these institutions and overcome the difficulties they are facing in order to achieve the desired efficiency | |
