dc.description.abstractThe institutions that contribute to the public policy-making process are characterized by diversity to the extent that it is difficult to accurately enumerate or standardize them. The presence of official institutions in the state does not negate the existence of informal organizations and actors that, in turn, contribute to making public policy, as they are a mixture and outcome of the existing interaction between these various actors. This makes them practical so that they do not remain mere political measures, and thus the success and stability of many democracies can be explained. Accordingly, despite the political and economic reform policies that have been recently adopted, such as the increase in informal institutions and the intensification of their activity, their role remains merely a supportive force and guiding force for the governmental performance of societies that seek to establish the principles of democracy, because the capabilities of their institutions are punctuated by many shortcomings that negatively reflect on their participation in policy-making. the public. Résumé: Les institutions qui contribuent au processus d'élaboration des politiques publiques se caractérisent par une diversité telle qu'il est difficile de les énumérer avec précision ou de les standardiser.La présence d'institutions officielles dans l'État ne nie pas l'existence d'organisations et d'acteurs informels qui, en à leur tour, contribuent à l'élaboration des politiques publiques, car ils sont un mélange et le résultat de l'interaction existante entre ces différents acteurs, ce qui les rend pratiques afin qu'ils ne restent pas de simples mesures politiques, et ainsi le succès et la stabilité de nombreuses démocraties peuvent être expliqués. Ainsi, malgré les politiques de réformes politiques et économiques récemment adoptées, telles que l'augmentation des institutions informelles et l'intensification de leur activité, leur rôle reste simplement une force de soutien et de direction pour la performance gouvernementale des sociétés qui cherchent à établir le principes de la démocratie, car les capacités de leurs institutions sont ponctuées de nombreuses lacunes qui se répercutent négativement sur leur participation à l'élaboration des politiques
