| dc.description.abstract | ستهدف البحث مشكلة الرقمنة والتحولات الحديثة في مجال تكنولوجيا المعلومات والاتصالات، ضمن إطار علمي واقتصادي أوسع يُحدّد علاقتها بالفجوة الرقمية على المستويين الدولي والإقليمي. حيث تمثل الرقمنة عاملاً محفّزًا في الدول المتقدمة، وعاملاً مثبّطًا في العديد من المجالات في الدول النامية والعربية، مما يستدعي مناقشة سبل معالجة هذه المشكلة. وقد خلصت الدراسة إلى عدة نتائج، أهمها أن الرقمنة أصبحت نشاطًا اقتصاديًا رابعًا إلى جانب باقي الأنشطة الاقتصادية الأخرى، ومن ثم يمكن التأكيد على التوجه العالمي نحو حتمية إيجاد حلول للدول العربية لتقليص الفجوة الرقمية والاستفادة من مزايا التحولات التكنولوجية الراهنة، سواء من خلال تعزيز تطوير البنية التحتية الأساسية للاتصالات، أو عبر تطوير الابتكارات التكنولوجية، وتحسين البيانات والأنظمة، والاستثمار في المهارات الرقمية كوسيلة لزيادة الشمول الرقمي. The research aimed at the problem of digitization and modern transformations in the field of information and communication technology, within a broader scientific and economic framework that defines its relationship to both the digital divide at the international and regional levels. For the developed countries and a discouraging factor in many areas for the developing and Arab countries, and to discuss ways to address this problem. The study concluded several results, the most important of which is that digitization has become a fourth economic activity along with the rest of the other economic activities, and then it is possible to confirm the global trend towards the inevitability of finding solutions for Arab countries to reduce the digital divide and take advantage of the advantages of the current technological transformations, whether by increasing the development of Basic telecommunications infrastructure, by developing technological innovations, by improving data and systems, and by investing in digital skills as a means to increase electronic inclusion. | |
