Abstract
تهدف هذه الورقة البحثية إلى محاولة تقييم تجربة الحكومة الإلكترونية والتحول الرقمي في الجزائر، التي أصبحت مضطرة للتكيف مع الواقع الجديد الذي يفرض عليها الانتقال من الحكومات التقليدية إلى الحكومات الإلكترونية، نتيجة للتطورات في تكنولوجيا المعلومات والاتصالات على مستوى العالم. حيث تقدم الحكومة الإلكترونية العديد من المزايا، مثل توفير الوقت والجهد والتكاليف.
تكمن أهمية البحث في أنه يقدم تقييماً لتجربة الحكومة الإلكترونية في الجزائر من خلال تتبع مؤشر تطوير الحكومة الإلكترونية الصادر عن الأمم المتحدة، الذي يتيح تقييم مدى تقدم الحكومة الإلكترونية على المستوى الوطني. وهذا يوفر لنا صورة واضحة عن جاهزية الجزائر للتحول الرقمي وتأسيس الحكومة الإلكترونية.
This research paper aims to try to evaluate the experience of e-government and digital transformation in Algeria, which has become obliged to adapt to the new reality that forces it to shift from traditional governments to e- govern-ments, and it is a result of developments in information and communication

Time, effort and cost The importance of the research comes from the fact that it pro-vides an evaluation of the e-government experience in Algeria by tracking the e-Government Development Index issued by the United Nations, which allows assessing the extent of e-government development at the national level, which gives us a clear picture of the extent of Algeria’s readiness for digital transfor-mation and the establishment of e government.
