Abstract
تعاني مختلف البلدان النامية من نشؤ إقتصاد غير الرسمي، يلم على تدهور الوضع الاقتصادي وضعف النمو، نظراً لعدم مساهمته في دعم إيرادات الدولة لتحقيق التنمية المستدامة، منتهزا جميع الفرص المتاحة لتعظيم المصلحة الخاصة دون المصلحة العامة. ومن هذا المنطلق، تسلط هذه الدراسة الضوء على العلاقة القائمة بين القطاع غير الرسمي ومعالجة ظاهرة العلة الهولندية، من خلال محاولة مناقشة مختلف الأدبيات الاقتصادية التي تفسر وتتناول كيفية بناء أنظمة اقتصادية ناجحة ومتكاملة قادرة على خلق الثروة بمعدلات متزايدة.
وقد خلصت الدراسة إلى أن الاقتصاد غير الرسمي يمر بمرحلة أولية لتكوين أسس أنظمة فعالة للحوكمة الذاتية، وهي أنظمة لم تستطع السياسات العامة احتواؤها بسبب ضعف تخصيص الموارد المشتركة، مما يؤدي إلى ظهور العلة الهولندي. وتعتمد معالجته على قدرة الدول على تغيير دورها التقليدي والانتقال نحو تنسيق وتقنين العلاقات التي يتم إنشاؤها وتطويرها من قبل أصحاب المصلحة.
Various developing countries suffer from the emergence of an informal econo-my, which is blamed for the deterioration of the economic situation and weak growth, because it does not participate in supporting state revenues to achieve sustainable development, taking advantage of all opportunities that enable it to maximize the private interest without the public ones. Therefore, this study highlights the relationship that exists between the informal sector and addressing the Dutch disease. By attempting to discuss various economic literatures that explain and address how to establish successful and integrated economic systems capable of creating wealth at increasing rates. The study concluded that the informal economy is passing through an initial stage to form the bases of effective self-governance systems that public policies have not been able to contain, due to their poor allocation of common resources, which leads to the Dutch disease. Its treatment depends on the ability of countries to change their traditional role and move towards coordinating and codifying the elationships that are established and developed by stakeholders.
