L’évaluation de la durabilité énergétique comme moyen de renforcement de la transition énergétique

Les outils d’évaluation du développement durable sont recherchés pour apporter plus de précision dans la réalisation de la durabilité énergétique. Quelles sont les performances des pays méditerranéens en matière de durabilité énergétique ? La méthodologie suivie repose sur une approche mixite. Un aperçu théorique sur les notions du progrès et de durabilité est essentiel pour comprendre l’apport des outils d’évaluation. Des séries de données statistiques quantitatives sont collectées et traitées afin de saisir les progrès réalisés par chaque pays méditerranéen durant la décennie 2010. L’objectif de cet article est d’évaluer la durabilité énergétique d’un échantillon de pays méditerranéens en utilisant un indice composite afin de comprendre l’évolution de la durabilité dans la région. Les résultats dévoilent que les pays de la rive nord ne sont pas assez avancés que ceux de la rive sud.
الأمن الغذائي وعلاقته بالتنمية المستدامة

تهدف هذه الدراسة إلى استكشاف العلاقة بين الأمن الغذائي والتنمية المستدامة، نظراً لأهمية هذا الموضوع في الوقت الحالي، حيث حظي موضوع الأمن الغذائي والتنمية المستدامة باهتمام كبير على المستوى العالمي بشكل عام وعلى المستوى العربي بشكل خاص. وخلصت الدراسة إلى أن الهيئة العربية للاستثمار والإنماء الزراعي تساهم في تحقيق الأمن الغذائي للدول العربية من خلال عملها في المساهمة ودعم المؤسسات الفاعلة في مجال توفير الغذاء، وذلك من خلال العمل على تحقيق أبعاد التنمية المستدامة سواء كانت في البُعد الاجتماعي أو البيئي أو الاقتصادي.
Climate change and its impact on Algeria's sustainable food security

This study aims to determine the extent to which climate change affects Algeria's agricultural production and demonstrates that climate change threatens natural qualifications and deepens the vulnerability of natural capacities and contributes with excellence to the mapping of agricultural productivity options. The study found that measures taken to address the dangers of climate change are insufficient. Algeria must adopt ecological agriculture with its various components by changing the social foundations of agricultural policy. The small-scale agriculture sector must be at the heart of the commitments to adapt to climate change in order to promote food sovereignty based on diversification of good agricultural production, access to land and respect for the environment. To strengthen ecological and socio-economic resilience to natural disasters, apply sustainable agricultural practices by adopting recycling and diversifying production systems, selecting seeds that are most resistant to water stress and allocating financial resources to protect natural inheritance and establish social values such as inclusiveness and justice to create sustainable livelihoods.
The Ukrainian-Russian war and food security (wheat model)

The Russo-Ukrainian war caused significant price fluctuations in agricultural markets. For wheat, price levels and price volatility reached their highest levels. Both have declined to pre-war levels over the past six months, volatility remains high compared to historical levels, indicating continued significant market uncertainty, creating continued vulnerability to global food security. Before 2022, volatility as measured by implied volatilities in the wheat futures market had risen and remained high shown by the gray bands. Markets then remained relatively calm until the recent rally following the Russian invasion of Ukraine in February 2022. Extreme volatility continues due to market uncertainty over the war and the relative tightness in inventory levels, which offer little protection against unexpected production shortfalls.
واقع الأمن الغذائي وسبل تحقيقه في الجزائر

تناول هذه الدراسة موضوع الأمن الغذائي، الذي أصبح هدفًا أساسيًا تسعى إليه معظم الدول، خاصة في ظل التحولات الاقتصادية العالمية الحالية والتحديات المختلفة التي تطرحها. في هذا السياق، تهدف هذه الدراسة إلى تقييم وضع الجزائر في مجال الأمن الغذائي استنادًا إلى مؤشرات الأمن الغذائي العالمية. وقد خلصت الدراسة إلى أنه على الرغم من التحسن النسبي المعتدل للجزائر في تصنيفها العالمي وضمن منطقة الشرق الأوسط وشمال إفريقيا وفقًا لمؤشر الأمن الغذائي العالمي، إلا أنها لا تزال تحت المتوسط العالمي ولا تصل إلى المستوى المطلوب وفقًا لمؤشر الأمن الغذائي العالمي.
دور الجامعة الجزائرية في نشر الفكر المقاولاتي وإنشاء مشاريع في القطاع الفلاحي لتحقيق الأمن الغذائي

هدفت هذه الدراسة إلى إبراز دور الجامعة في إدراج المقاولاتية كهدف في التعليم الأكاديمي والتطبيقي من خلال توجيه الطلاب نحو إنشاء مشاريعهم الخاصة وفقًا لمتطلبات التنمية الاقتصادية وتحقيق الأمن الغذائي، في إطار تنويع الاقتصاد في ضوء الموارد الضخمة المتاحة في القطاع الفلاحي في البلاد. وخلصت الدراسة إلى أن التعليم المقاولاتي بالتكامل مع دار المقاولاتية يخلقان قاعدة واسعة من رواد الأعمال والمبتكرين. ولكن يجب توجيه هؤلاء إلى المشاريع التي لا تزال قليلة العدد ولا تصل إلى المستوى المطلوب في ولاية أم البواقي الجزائرية
التكامل الاقتصادي الإقليمي لدول رابطة الآسيان

تتناول هذه الورقة البحثية التكامل الاقتصادي الإقليمي لدول آسيان والآليات المختلفة التي تتابعها الجمعية لتحقيق التنويع، وبالتالي تعظيم مكاسب التنمية التي يمكن جنيها، من خلال تحليل العديد من الإحصاءات والتقارير الرسمية الصادرة عن الأمانة العامة لجمعية آسيان. توصلت الدراسة إلى العديد من النتائج، حيث أن دول آسيان التي التزمت بتنفيذ آليات التنويع المتمثلة في استهداف القطاعات الواعدة وتقديم الحوافز التي تؤدي إلى جذب الاستثمارات الأجنبية، فضلاً عن تحرير التجارة الخارجية، تمكنت من تحقيق نتائج تنموية جيدة. وعلى النقيض من ذلك، لم تتمكن بعض الدول الأخرى من تحسين تنفيذ آليات التنويع، مما أضعف مكاسب التنمية.

تتناول هذه الورقة البحثية التكامل الاقتصادي الإقليمي لدول الأسيان ومختلف الآليات التي رصدتها الرابطة في سبيل تحقيق التنويع، وبالتالي تعظيم المكاسب التنموية، وذلك من خلال تحليل مختلف الاحصائيات والتقارير الرسمية الصادرة من طرف الأمانة العامة لرابطة الأسيان. لقد توصلت الدراسة إلى العديد من النتائج، حيث كانت دول الرابطة الملتزمة بتنفيذ آليات التنويع المتمثلة في استهداف القطاعات الواعدة، وتقديم تحفيزات تؤدي الى جذب الاستثمارات الأجنبية، فضلا على تحرير التجارة الخارجية، من تحقيق نتائج تنموية جيدة، بالمقابل فان بعض الدول الأخرى لم تحسن تنفيذ اليات التنويع مما أدى الى أضعاف المكاسب التنموية. This research paper deals with the regional economic integration of ASEAN countries and the various mechanisms that the Association has monitored in order to achieve diversification, and thus maximize the development gains that can be reaped, through analyzing various statistics and official reports issued by the General Secretariat of the Association of ASEAN. The study reached many results, as the ASEAN countries committed to implementing diversification mechanisms represented by targeting promising sectors and providing incentives that lead to attracting foreign investments, as well as liberalizing foreign trade, were able to achieve good development results. in contrast, some other countries have not improved the implementation of diversification mechanisms, which has weakened development gains.
الأمن الغذائي وعلاقته بالتنمية المستدامة – عرض تجربة الهيئة العربية للاستثمار والانماء الزراعي

تهدف هذه الدراسة إلى ابراز العلاقة بين الأمن الغذائي والتنمية المستدامة، نظراً لأهمية هذا الموضوع في الوقت الحاضر، وقد نال موضوع الأمن الغذائي والتنمية المستدامة اهتماماً كبيراً على المستوى العالمي بصفة عامة، وعلى المستوى العربي بشكل خاص. وتوصلت الدراسة إلى أن الهيئة العربية للاستثمار والإنماء الزراعي تساهم في تحقيق الأمن الغذائي للدول العربية من خلال عملها على المساهمة ودعم المؤسسات الفاعلة في مجال توفير الغذاء، من خلال العمل على تحقيق أبعاد التنمية المستدامة، سواء كانت بعداً اجتماعياً أو بيئياً أو اقتصادياً. This study aims to explore the relationship between food security and sustainable development, due to the importance of this topic at the present time, and the issue of food security and sustainable development has received great attention at the global level in general and the Arab one in particular. The study concluded that the Arab Authority for Agricultural Investment and Development contributes to achieving food security for the Arab countries through its work to contribute and support active institutions in the field of providing food, by working to achieve the dimensions of sustainable development, whether it is a social, environmental or economic dimension.
الأمن الغذائي في الجزائر في ظل السياسات الاقتصادية الكلية

الملخص: يعتبر الأمن الغذائي من أكبر التحديات التي تواجه الجزائر، حيث يعتبر تحقيقه هدفا استراتيجيا، خاصة في ظل الظروف غير المستقرة التي يعرفها العالم بعد أزمة كورونا والازمة الروسية الأوكرانية وكذا تغير المناخ. تركز هذه الدراسة على وصف وتحليل العلاقة بين الامن الغذائي وباقي السياسات الاقتصادية، حيث خلصت إلى أن الجزائر في الطريق الصحيح لتحقيق أمنها الغذائي بالرغم من الصعوبات والتحديات التي تواجهها مما يتطلب منها العمل بجدية أكبر للمحافظة على المكتسبات السابقة ومحاولة الوصول إلى تحقيق الأمن الغذائي الكلي والاعتماد على المنتوج المحلي. Food security seems to be one of the major challenges currently facing Algeria. Achieving it constitutes a strategic goal. Especially in the context of the unstable conditions which characterized the world after covid -19 pandemic, the Russian Ukrainian war, as well as climate change. This study attempts to investigate the relationship between food security and other economic policies. The research findings showed that Algeria is on track to achieve food security despite the difficulties it faces, which requires it to work harder in order to preserve previous gains as well as to achieve total food security and reliance on local products
المؤسسات الصديقة، التنمية المستدامة كتوجه استراتيجي للمؤسسات الناشئة الخضراء – تجارب لمؤسسات ناشئة خضراء جزائرية

تهدف هذه الدراسة إلى التعرف على الدور الأساسي الذي تلعبه المؤسسات الناشئة الخضراء الجزائرية في تحقيق التنمية المستدامة، باعتبارها من أهم محركات النمو الاقتصادي للدول . لذا أصبح الاهتمام بها أمرا حتميا نظرا لأهميتها الكبيرة من الناحية الاقتصادي، إذ تساهم في تحقيق التنمية المستدامة. وقد تم استخدام المنهج الوصفي والتحليلي للتطرق للأدبيات النظرية المتغيرات الدراسة المؤسسات الناشئة الخضراء والتمنية المستدامة. وقد توصلت الدراسة إلى أن للمؤسسات الناشئة الخضراء تلعب دور مهم في تحقيق التنمية المستدامة في الجزائر بعد النظر إلى بعض تجارب المؤسسات الناشئة المطبقة لمفهوم الاستدامة البيئية وهذا من خلال خلق القيمة المضافة، والحد من البطالة وتحقيق الرفاه الاجتماعية. This study aims to identify the essential role played by the Algerian green start-ups in achieving sustainable development, as one of the most important engines of economic growth for countries. Therefore, attention to it has become imperative due to its great importance in economic terms, as it contributes to achieving sustainable development. The descriptive and analytical approach was used to address the theoretical literature of the study variables, green emerging enterprises and sustainable development. The study concluded that green startups play an important role in achieving sustainable development in Algeria after looking at some of the experiences of startups that apply the concept of environmental sustainability through creating added value, reducing unemployment and achieving social welfare.
انضمام الجزائر إلى تكتل البريكس، الواقع والتحديات

تهدف دراستنا إلى توضيح الواقع والتحديات التي سوف تواجه الجزائر عند الانضمام إلى تكتل البريكس، الذي يضم خمس دول من القوى الصاعدة همروسيا، الصين البرازيل الهند، جنوب افريقيا، حيث أصبح لهذا التكتل دور اقتصادي هام في النسق الدولي القائم، وهذا قد يكون فرصة أمام الجزائر لتحقيق مزايا اقتصادية على المدى البعيد، خاصة أن هذا التكتل يعتبر لاعبا اقتصاديا و سیاسيا رئيسيا في العالم اليوم توصلنا في هذه الدراسة إلى أن تكتل البريكس من أقوى التكتلات الاقتصادية في عصرنا الحديث، كما أن للجزائر كامل المؤهلات للانضمام إلى هذا التكتل، وستحقق الجزائر من هذا التكتل فوائد اقتصادية وسياسية وأمنية، غير أن الاقتصاد الجزائري مازال يعاني من مجموعة من المشاكل والتحديات التي قد تحد من الاستفادة التامة من هذا التكتل. Our study aims to clarify the reality and the challenges that Algeria will face when joining the BRICS bloc, which includes five countries from the emerging powers, namely Russia, China, Brazil, India, and South Africa. As this bloc has an important economic role in the existing international system, and this may be an opportunity for Algeria to achieve economic advantages in the long term, especially since this bloc is considered a major economic and political player in the world today, In this study, we concluded that the BRICS bloc is one of the strongest economic blocs in our modern era, and Algeria has full qualifications and economic and political capabilities to join this bloc, and Algeria will achieve economic, political and security benefits from this bloc, but the Algerian economy is still suffering from a set of problems And the challenges that may limit the full benefit from this bloc.
القطاعات الإنتاجية في الجزائر لتنويع اقتصادي، رواية استشرافية

تهدف هذه الدراسة الى تبيان القطاعات الانتاجية لتنويع الاقتصاد الجزائري من خلال رؤية استشرافية حيث اعتمدنا على المنهج الوصفي التحليلي من خلال تحديد أهداف التنويع الاقتصادي والإجراءات المتخذة للوصول اليه أضافة الى عرض مختلف القطاعات الإنتاجية بالجزائر، وفي الأخير توضيح آفاق الاستثمار في القطاعات الإنتاجية رؤية استشرافية للجنوب الكبير من خلال ثلاث سناريوهات محتملة وقد خلصت الدراسة الى أن الجزائر تسعى الى تبني استراتجيات بديلة لتنويع الاقتصاد من خلال اهتمامه بكل من القطاع الفلاحي والصناعي والسياحي وذلك بمنح كل التسهيلات للاستثمار داخل الجزائر This study aims to demonstrate the productive sectors of the diversification of the Algerian economy through a forward-looking head. We have relied on the analytical descriptive approach by defining the objectives of economic diversification and the measures taken to reach it. In addition to the presentation of the various productive sectors in Algeria, the prospects for investment in the productive sectors are illustrated by a forward-looking vision for the large South through three possible scenarios. The study concluded that Algeria seeks to adopt alternative strategies to diversify the country's economy through its interest in both the agricultural, industrial and tourism sectors by granting all the facilities for investment in Algeria.
السياحة رهان اقتصاد المستقبل ضمن خطط بناء اقتصاد متنوع وتنافسي – إطلالة على التجربة الإمارتية لتعزيز الرؤية الجزائرية

هدفت هذه الدراسة إلى الإطلاع على قطاع السياحة بدولة الإمارات العربية المتحدة مع تشخيص إسهاماته في عملية التنويع الاقتصادي وتحليل مؤشرات التنافسية الخاصة بهذا القطاع. وتوصلت الدراسة إلى نتائج مفادها أن القطاع السياحي في الإمارات يلقى اهتماما بالغا ، ويساهم بنسب بارزة في الناتج المحلي الإجمالي ويتصدر مؤشرات التنافسية السياحية على مستوى الدول العربية كما يحتل مراتب متقدمة على المستوى العالمي. ومن هذا المنطلق قمنا بتقديم مقترحات لتعزيز الرؤية الجزائرية في قطاع السياحة. This study aimed to review the tourism sector in the United Arab Emirates with a diagnosis of its contributions to the process of economic diversification and an analysis of the competitiveness indicators of this sector. The study concluded that the tourism sector in the UAE receives great attention, contributes significantly to the gross domestic product, and tops tourism competitiveness indicators at the level of the Arab countries, as it occupies advanced ranks at the global level. In this sense, we have submitted proposals to enhance the Algerian vision in the tourism sector.

تتناول هذه الورقة البحثية تحديات تصنيف مؤسسات التعليم العالي مع مطلع الألفية الثالثة وقراءات في ثلاثية الأمن الغذائي الإنتقال الطاقوي، والتنويع والتكامل الإقتصادي بالنسبة لتصنيف التايمز لتأثير التعليم العالي THE Impact Rankings. ومن . خلال ذلك سيتم التطرق لكل من تصنيف مؤسسات التعليم العالي وتصنيفات التأثير والإستدامة، ثم تصنيف التايمز لتأثير التعليم العالي، وبعدها ثلاثية الأمن الغذائي الإنتقال الطاقوي، والتكامل والتنويع الإقتصادي في هذا التصنيف. لتحقيق ذلك تم تحليل مختلف المفاهيم النظرية المتعلقة بهذه الاشكالية، وأيضا تحليلها نظريا وميدانيا من جانب أبعاد ومؤشرات تصنيف التايمز لتأثير مؤسسات التعليم العالي، ليتم التوصل إلى جملة من النتائج أهمها تركيز تصنيف التايمز لتأثير مؤسسات التعليم العالي على ثلاثية الأمن الغذائي الإنتقال الطاقوي، والتكامل والتنويع الإقتصادي في مجموعة من الأبعاد والمؤشرات التي تستهدف استدامة مؤسسات التعليم العالي. This research paper addresses the challenges of classifying higher education institutions at the dawn of the third millennium, with a focus on readings related to the triad of food security, energy transition, and economic diversification within THE Impact Rankings of higher education by Times Higher Education. The paper examines both the classification of higher education institutions and impact and sustainability classifications. Subsequently, it delves into the triad of food security, energy transition, and economic diversification within this ranking. To achieve this, various theoretical concepts related to this issue were analyzed, both theoretically and empirically, through dimensions and indicators of THE Impact Rankings of higher education institutions. The results highlight the emphasis of THE Impact Rankings on higher education institutions' impact on the triad of food security, energy transition, and economic diversification across multiple dimensions and indicators aimed at sustaining institutions.
تعزيز قطاع السياحة في الجزائر من خلال الأرضيات والبوابات الرقمية وأثره في التنويع الاقتصادي

تهدف هذه الدراسة إلى توضيح وإبراز أهمية اعتماد تقنيات الرقمنة من خلال الأرضيات والبوابات الرقمية لتنشيط قطاع السياحة في الجزائر، ولجعله أكثر جاذبية واستقطابا للسياح، لما تزخر به بلادنا من مقومات طبيعية كالموقع والتنوع البيئي، ومقومات بشرية، والاستقرار السياسي والأمني والمالي ، بالإضافة إلى التعرف على متطلبات التحول الرقمي الداعمة لتنمية السياحة الداخلية والخارجية، وقد اعتمدنا في بحثنا هذا على المنهج الوصفي والتحليلي لأجل القيام بالدراسة محل البحث، وبالتالي الوصول إلى سياحة رقمية تواكب التطورات الإلكترونية من أجل مرافقة السائح ورقمنة الخدمات المقدمة للوصول إلى سياحة افتراضية تستخدم البيانات الرقمية، وقد وخلص البحث إلى حقيقة أن نظم التكنولوجيا والرقمنة لها دور فعال ومحوري للنهوض بالقطاع السياحي في الجزائر للوصول به إلى مرحلة يكون فيها قادرا على تقديم الإضافة من حيث تنويع النشاط الاقتصادي إلى جانب الأنشطة الاقتصادية المتبقية. This study aims to clarify and highlight the importance of adopting digitization techniques through digital floors and portals to revitalize the tourism sector in Algeria, and to make it more attractive and attractive to tourists, given the natural components that our country abounds with, such as location, environmental diversity, human components, and political, security, and financial stability, in addition to identifying Digital transformation requirements that support the development of domestic and foreign tourism. In our research, we have relied on the descriptive and analytical approach in order to carry out the study in question, and thus reach digital tourism that keeps pace with electronic developments in order to accompany tourists and digitize the services provided. To reach virtual tourism that uses digital data, the research concluded that technology and digitization systems have an effective and pivotal role in advancing the tourism sector in Algeria. To bring it to a stage where it is able to provide an addition in terms of diversifying economic activity in addition to the remaining economic activities.
تقييم نموذج التنويع الاقتصادي للجزائر مع دراسة مقارنة لنماذج من الدول العربية والنامية

تهدف هذه الورقة البحثية لتسليط الضوء على واقع التنويع الاقتصادي بالجزائر مع مقارنته بنماذج من الدول العربية والنامية، من خلال عدة مؤشرات معتمدة لقياس هذا الأخير. وقد تم الإعتماد على المنهج الوصفي والتحليلي مدعما بالقياس والمقارنة ودراسة حالة للوصول للنتائج . وقد تم التركيز على قياس التنويع الاقتصادي على ثلاث أبعاد والمتمثلة في : تنويع القاعدة الإنتاجية تنويع الصادرات تنويع الإيرادات العامة باعتماد مؤشر هرفند الهيرشمان ومؤشر تنوع الصادرات وقد توصلت هذه الدراسة ضعف أداء نموذج التنويع الاقتصادي للجزائر رغم التعافي الملحوظ خلال الست سنوات الأخيرة خاصة على الصعيد المحلي، كما توصلنا لضعف التجربة الجزائرية مقارنة بنظيرتها الإماراتية والسعودية. This research paper aims to shed light on the reality of economic diversification in Algeria, comparing it with models from Arab and developing countries, through several indicators adopted to measure the latter, the descriptive approach was supported by analysis, measurement and a case study to reach the results, and emphasis was placed on measuring economic diversification at the level of three dimensions: diversification of the productive base; diversification of exports; diversification of public revenues, using the her vend ahl Hirschman Index and Diversity Index and focusing on exports. The study concluded the poor performance of the economic diversification model of Algeriadespite the remarkable recovery over the past six years, especially at the local level, and the study also reached the weakness of the Algerian experience of economic diversification compared to its counterpart the UAE and Saudi Arabia
تطوير الطاقة المتجددة أساس نجاح الانتقال الطاقوى

الجزائر كبقية الدول تسعى في مجال سياساتها المختلفة والمتنوعة لكسب رهان البعد الطاقوى في طرح التكنولوجيا التي تمكنها من الاستغلال الأمثل لطاقاتها . الجزائر كغيرها من الدول في السنوات الأخيرة سعت إلى الاهتمام وتشجيع المؤسسات الناشئة وتفعيل المناطق الصناعية لما للطاقة المتجددة من دور فعال في ذلك، و من خلال تكثيف الاستثمارات في هذا المجال، استعدادا لدخول عهد جديد من الطاقة النظيفة ، وذلك من أجل الوصول إلى تحقيق التوافق الاقتصادي. تسعى الجزائر على تغطية جزء هام من الطلب الوطني على الكهرباء من الطاقات المتجددة، ويتوقع الوصول إلى تغطية 40 بالمائة من الطلب الوطني على الكهرباء بواسطة الطاقة النظيفة. Algeria, like the rest of the countries, seeks in the field of its various and varied policies to win the bet of the energy dimension in offering technology that enables it to make the best use of its energies. Algeria has sought to pay attention and encourage emerging enterprises and activate industrial zones due to the effective role of renewable energy in that, and by intensifying investments in this field, in preparation for entering a new era of clean energy, in order to achieve economic harmony . Algeria seeks to cover an important part of the national demand for electricity from renewable energies, and it is expected that 40 percent of the national demand for electricity will be covered by clean energy .
دور الجامعة الجزائرية في نشر الفكر المقاولاتي وإنشاء مشاريع في القطاع الفلاحي لتحقيق الأمن الغذائي

هدفت هذه الدراسة إلى إبراز دور الجامعة في إدراج المقاولاتية كهدف في التدريس الأكاديمي والتطبيقي من خلال توجيه الطلبة نحو إنشاء مشاريعهم الخاصة وفق متطلبات التنمية الاقتصادية وتحقيق الأمن الغذائي في إطار التنويع الاقتصادي في ظل ما يتوفر في البلاد من موارد هائلة في القطاع الفلاحي. وخلصت الدراسة إلى أن التعليم المقاولاتي بالتكامل مع دار المقاولاتية يخلقان قاعدة عريضة من المقاولين والمبدعين. لكن يجب أن يوجه هؤلاء إلى المشاريع ذات القيمة المضافة للاقتصاد حسب الأولويات وأن الاهتمام بالمشاريع ذات الطابع الفلاحي سواء المنجزة منها أو التي هي عبارة عن مشروع بحث قليلة من حيث العدد كما أنها لا ترقى إلى المستوى المطلوب في ولاية أم البواقي. This study aimed to highlight the university’s role in including entrepreneurship as a goal in academic and applied teaching by directing students towards establishing their own projects in accordance with the requirements of economic development and achieving food security, within the framework of economic diversification in light of the country’s enormous resources available in the agricultural sector. The study concluded that entrepreneurship education in integration creates a broad base of entrepreneurs and innovators. But these must be directed to project, is small in number and does not reach the required level in the Algerian wilaya of Oum El Bouaghi.
دور السياسة الضريبية في تحفيز التنويع الاقتصادي في الجزائر

تهدف هذه الدراسة إلى توضيح دور السياسة الضريبية كجزء من السياسة المالية المستخدمة بواسطة الدول لتحفيز التنويع الاقتصادي، حيث يعتبر التنويع الاقتصادي أمرا مهما لتحقيق الاستقرار الاقتصادي في الدول التي تعتمد بشكل كبير على مصدر دخل وحيد، حيث يوفر لها مصادر إضافية للإيرادات المالية ويحميها من أزمات العجز المالي التي قد تنشأ عندما يواجه القطاع الوحيد الذي تعتمد عليه أزمات. وقد خلصت الدراسة إلى ضرورة التفكير في مصادر دخل متنوعة، وخاصة بالنسبة للدول التي تعتمد بشكل كبير على مصدر دخل واحد وإلى أهمية استخدام الأدوات المحفزة مثل الإعفاءات والتخفيضات الضريبية وأجال دفعها، كجزء من السياسة العامة للبلاد لتشجيع الاستثمار في القطاعات ذات الأهمية الاستراتيجية، تم استخدام المنهج الوصفي في هذه الدراسة ، حيث تم إجراء مسح للبحوث الموجودة حول الموضوع ، وتم استخلاص البيانات وتحليلها وتفسيرها واستخدامها للحصول على النتائج. The aim of this study is to clarify the role of tax policy as a part of finance policy used by countries to stimulate economic diversification. Economic diversification is crucial for achieving economic stability in countries heavily reliant on a single source of income، as it provides additional sources of financial revenue and protects them from financial deficits that may arise when the sole dependent sector faces crises. The study concludes the necessity of exploring diverse income sources، particularly for countries heavily reliant on a single source of income. Consequently، incentivizing tools such as tax exemptions and reductions can be utilized as part of public policy to encourage investment in strategically important sectors، The descriptive method was employed in this study، where a survey of existing research on the topic was conducted، and data were extracted، analyzed، interpreted، and utilized to obtain results.
